The Governors are responsible for ensuring that the BBC meets all the requirements of competition law and trades fairly. They are also responsible for ensuring that external challenges are effectively handled and for considering appeals of fair trading complaints.
The BBC's fair trading obligations are embodied in its Fair Trading Commitment, which is underpinned by the BBC's Fair Trading Guidelines. Details of these documents can be found here.
Through the Fair Trading Compliance Committee the Governors agree and keep the Fair Trading Commitment and Guidelines under review. The Governors appoint independent auditors to test the BBC's compliance with its Fair Trading Commitment. This is presented each year in the BBC's Annual Report.
Fair trading complaints and appeals
A new Fair Trading complaints and appeals process was introduced in April 2006. A summary of the appeals process is outlined here. However, details of the full complaints and appeals process can be found in the document below.

Appeals should be made within two months of final correspondence with BBC Management. The Head of Compliance and Value for Money (a senior official reporting directly to the Board of Governors) will assess your grounds for appeal and respond within ten working days.
If your appeal meets the necessary criteria, the Head of Compliance and Value for Money will collate the necessary material and investigate your appeal. The Fair Trading Compliance Committee will aim to consider your appeal within a further 30 working days.
